Britain has announced a major package of measures targeting illegal Zionist settlements in the occupied West Bank, with Foreign Secretary Ed Miliband declaring that the occupation is “unlawful” and accusing violent settlers of carrying out ethnic cleansing against Palestinians.
The announcement marks one of the strongest condemnations of the occupation yet delivered by a British government.
But Miliband was equally careful to define the limits of the shift. The sanctions, he stressed, would target illegal settlements and their expansion — “not Israel” — while Britain continues to oppose a broader boycott and maintains its wider political relationship with the occupying regime.
The response from the Zionist regime, however, has been furious, with officials announcing retaliatory measures against Britain and accusing London of interference.
Britain says the occupation is unlawful
Miliband announced an import ban on goods produced in illegal settlements, restrictions on services connected to them and a ban on advertising settlement property in Britain.
He also announced further sanctions against settlers accused of supporting or inciting violence against Palestinian communities.
In unusually direct language, Miliband said the British government now considers the occupation of the West Bank unlawful because of the entrenchment of Israeli control, efforts to extend permanent sovereignty and the continued expansion of illegal settlements.
He also agreed that ethnic cleansing was taking place in parts of the West Bank, accusing what he called “settler terrorists” of driving Palestinians from their land while the Israeli government had too often turned a blind eye.
The sanctions regime is also intended to deter further settlement expansion, including the proposed E1 project east of occupied al-Quds, which threatens to further fragment Palestinian territory.
The move comes amid growing evidence that settlement expansion has become increasingly institutionalised, with settlers receiving extensive government and military support as Palestinian communities are pushed from their land. citeturn878609news1
Israeli regime responds with fury
The reaction from the occupying regime was swift.
Foreign Minister Gideon Saar announced that the British consulate in occupied East al-Quds would be closed in response to the sanctions. The consulate has historically served as one of Britain’s main diplomatic channels with Palestinians in the occupied territories. citeturn878609news18
Saar also said Britain would be excluded from a US-led coordination mission dealing with Gaza and that British training of Palestinian Authority security forces would be halted.
Several British nationals, including political figures, are also expected to be barred from entering the occupied territories.
Saar accused Miliband of making “outrageous lies” and described Britain’s actions as an unacceptable intervention in the Zionist regime’s affairs ahead of elections scheduled for October.

Finance Minister Bezalel Smotrich went further, calling for the British ambassador to be expelled.
The intensity of the reaction is notable because Britain’s sanctions do not target the Zionist entity as a whole. They are deliberately confined to settlements which London itself considers illegal.
The dispute therefore exposes how resistant the occupying regime remains even to relatively limited Western pressure on settlement expansion.
Gaza genocide remains carefully avoided
The sharper contradiction in Britain’s position emerges over Gaza.
Miliband acknowledged the scale of Palestinian deaths and displacement and said Britain supports a “full” and “robust” legal process considering allegations of genocide.
But he stopped short of concluding that genocide has taken place, arguing that Britain should await a determination by the International Court of Justice.

At the same time, Miliband continues to affirm what he describes as Israel’s “right to defend itself”.
Britain is therefore condemning the occupation as unlawful, acknowledging ethnic cleansing in parts of the West Bank and recognising the devastation of Gaza, while continuing to defend in principle the military doctrine repeatedly invoked by the occupying regime to justify its wars.

The contradiction extends beyond Palestine.
Lebanon continues to face repeated Israeli attacks despite ceasefire arrangements, particularly across the south, where air strikes and drone attacks have maintained sustained military pressure on towns and villages.
Yet while Britain has begun sanctioning elements of the occupation, it is simultaneously targeting institutions associated with the Lebanese resistance.
London has imposed measures against al-Qard al-Hassan, a Lebanese financial institution associated with Hezbollah and widely used within Lebanon’s Shia community.

The broader British position therefore remains unchanged in an important respect: London is prepared to criticise particular policies of the occupying regime while continuing to exert considerable pressure on Iran and the Lebanese resistance.
Settlements sanctioned, broader boycott rejected
Miliband was explicit that the new measures would target settlements rather than the Zionist entity as a whole.
Britain continues to oppose a comprehensive boycott, divestment and sanctions approach and maintains extensive diplomatic and economic relations with the occupying regime.
Shadow Foreign Secretary Tom Tugendhat criticised the government from the opposite direction, warning that efforts to isolate Israel could turn it into a “pariah” and arguing that sanctions risk harming both Palestinians and Israelis.
But Britain’s measures fall considerably short of making the occupying regime a pariah.
Trade and diplomatic relations continue, comprehensive sanctions have not been adopted and London maintains its opposition to isolating the Zionist entity as a whole.
A shift in language, but not yet in alignment
Miliband’s announcement nevertheless represents a significant development.
For a British government to openly describe the occupation as unlawful and acknowledge ethnic cleansing in parts of the West Bank demonstrates how far the international political environment has shifted.
The furious Israeli response only reinforces that significance.

Yet the limits of London’s policy remain equally clear.
Britain continues to affirm the occupying regime’s claimed right to defend itself, refuses at present to itself conclude that genocide has taken place in Gaza, rejects comprehensive BDS measures and continues to sanction Iran and institutions associated with Hezbollah.
What has changed is Britain’s willingness to acknowledge that some aspects of the occupation have become impossible to defend.
Whether that recognition eventually extends beyond settlements to the wider system of occupation, military aggression and regional domination remains the more consequential question.
